About DVRS

The Division of Vocational Rehabilitation Services provides counseling, training, education, transportation, job placement, assistive technology and other support services. These services are provided to people with physical, psychiatric or intellectual disabilities to assist them with living independently and with finding a job and staying on the job.
The division (known to many simply as “VR”) has local field offices and facilities that serve every county in North Carolina. We also directly serve businesses and other organizations by referring to them individuals we have helped prepare for employment and who are well-matched for jobs with these organizations.

VR Facts and Figures: Fiscal Year 2010

  • 2,358 consumers reached their independent living goals.
  • A successful employment outcome was achieved by 5,961 of our consumers.
  • The average weekly earnings of our consumers before receiving employment services was $49. Upon achieving employment, that average increased to $280.
  • Successfully employed individuals earned a combined total of $1.67 million per week through employment gained with VR assistance.
VR’s employment services are among the most cost-effective of any offered by government. On average, individuals are able to ‘pay back’ the cost of their rehabilitation services, through taxes, in two to four years of employment. Further, employment of these individuals generates savings in the cost of no-longer-needed benefits. In 2004-2005, every VR dollar spent saved $7 for the federal treasury and the Social Security Trust Fund.
